Connectivity and Shipping Lines

Port Louis receives direct calls from CMA CGM (India, China, Mediterranean), MSC (Loop 1), Maersk, PIL, and ONE. The Phoenix/IOEX service connects Port Louis to China (Shanghai, Nansha, Ningbo) in 20-28 days. The India services (ConRor, Medserv) connect to Nhava Sheva, Mundra, and Hazira in 12-16 days.

Durban is served by the world's main alliances: 2M, Ocean Alliance, THE Alliance, and independent lines. It has the highest frequency of any Indian Ocean port, with weekly departures to Europe, Asia, and the Americas.

Toamasina is served by CMA CGM, MSC, PIL, and regional feeders. The main connections are to Reunion, Mauritius, and via transshipment to global networks. It is primarily a gateway port for Madagascar's vanilla, textiles, and mining exports.

Costs are indicative and vary by line, terminal, and negotiation. Durban is the most expensive port in the comparison, but offers the most extensive hinterland connectivity.

Congestion and Reliability

Port Louis. Container dwell time averaged 7.3 days for exports in 2024-2025. Terminal productivity (gross moves per berth hour) improved 3% from 2023. January 2026 saw a surge in berth occupancy from smaller vessels. The A5 priority lane provides 24/7 gate access, reducing trucking delays.

Durban. South Africa's busiest port, but historically the slowest in terms of container dwell time. Transnet has invested in terminal automation and new equipment, but congestion remains a concern, particularly during peak seasons.

Toamasina. Handled 100,000 TEU in 2024 with 5% year-on-year growth. Capacity expanded with two mobile harbour cranes. Dwell time is lower than Durban but higher than Port Louis due to less developed infrastructure.

Trade Agreement Access

Port Louis has the strongest trade agreement network:

  • CECPA (India): 376 products duty-free, 127 reduced
  • China FTA: 87.7% of tariff lines duty-free
  • UAE CEPA: 97%+ products duty-free over 5 years
  • COMESA: 100% duty-free for FTA members
  • SADC: Full exemption
  • EU iEPA: Preferential rates

Durban benefits from SADC and the African Growth and Opportunity Act (AGOA) for US trade, plus EU SACU-EU EPA.

Toamasina has preferential access under EU Everything But Arms (EBA), COMESA, and SADC.
